Also because Word supports anchoring. So, handwriting and drawing of Word 365 or Word 2019 can be moved with paragraphs or pictures.
 
This is much more powerful than OneNote. OneNote's handwriting and drawing are detached from the paragraph & picture, and mainly without anchoring. So handwriting can't move with paragraphs or pictures.
